Before starting to comment, I want to say something about our video. It is not the full version of the video. I have only upload this 2'40 min of it. You can reach the full version by this link: http://www.youtube.com/watch?v=PGfimNa4fV0
In the video, Steve mentions about the important factors while learning a language. He says a teacher should teach her students democracy and equality in England while teaching English. Learning only English is not enough for the people from different culture. Language is a bit about feeling. If someone wants to learn English, he should feel himself as an English. How we feel about society affects the way we feel about language. In other words it affects our language acqusition. He is against the idea that teacher should impose culture in his lessons. He is for the idea that students should experience the culture on their own, for example while hanging out the people speaking target language. Teacher should give freedom to students to choose any elements of culture to talk about. One student may like cooking while the other one may like songs and dances. Teacher should not try to persuade student to talk about a certain topic because it can make lesson boring for students. He has very good points in all his saying about the relation between language and culture.
